Florida Chief Financial Officer Blaise Ingoglia announced the arrest of Torey Jermaine Keith for allegedly submitting more than $159,000 in fraudulent health insurance claims.
The Florida Department of Financial Services’ Criminal Investigation Division began the investigation after the insurance company reported that it was unable to verify some claims filed by Keith.
Investigators say Keith submitted 15 forged, falsified or otherwise fraudulent health insurance claims in an effort to obtain reimbursements. The insurance company paid Keith a total of $159,557.50 based on the false claims.

“When criminals submit fraudulent claims, they don’t just steal, they increase costs and insurance premiums for Floridians and their families across the state,” Ingoglia said. “This arrest serves as a warning to criminals seeking to exploit the insurance system for their own financial gain.”
Ingoglia added that state investigators will continue to pursue those suspected of committing insurance fraud.
Keith was arrested on June 11, 2026. He is charged with making false and fraudulent insurance claims, using a forged instrument, and engaging in an organized fraud scheme.

A charge is a charge, and Keith is presumed innocent unless and until proven guilty in a court of law.
