Back to school: More families are leaving public schools

In recent years, enrollment in Florida’s public schools has been on the decline, while participation in the school choice movement has been on the rise.

According to Step Up for Students, 53% of Florida’s K-12 students take advantage of educational choice options, and more families are deciding that traditional public schools are not the right fit for them.

Since 2019, public school enrollment has declined by more than 1.4 million students nationwide. Homeschooling remains well above pre-pandemic levels, with an estimated 3.4 million K-12 students currently learning from home, while charter schools, private schools, and other educational options continue to grow. U.S. public school enrollment is expected to fall below 49 million students for the first time in years, with enrollment expected to decline by about 5% between 2022 and 2031, according to federal projections.

“Parents aren’t making decisions based on one issue; they’re looking at the big picture,” said Dr. Gino Collula, a behavioral scientist and school safety consultant.

Dr. Korula said families pay close attention to school climate, student behavior, mental health, discipline, and whether children actually feel connected at school.

“Parents are asking different questions than they were five or 10 years ago,” says Dr. Korula. “Academic performance remains important, but so do emotional well-being, safety, and whether a child feels like they belong. These factors are driving educational decisions more than many people realize.”

Collura said there are questions that education officials continue to ignore, such as why public school enrollment has continued to decline for years after the coronavirus pandemic.

And what’s really driving families toward homeschooling, charter schools, and other alternatives?

“This isn’t about choosing sides in the education debate; it’s about understanding why so many families are making different choices and what those decisions say about the changing expectations of parents about today’s schools,” Korula said.
