Kentucky Gov. Beshear and former Rhode Island Gov. Raimond have accepted that they will run, but some others have been subject to speculation.
WASHINGTON – The number of US governors shows that the 2028 general election can be called for a democratic nomination for the president.
The 61st US Presidential Election will be held on November 7th, 2028. President Donald Trump, who was elected in 2016 and 2024, is not eligible to seek another term of office in accordance with the 22nd amendment to the Constitution. Historically, after the second term of the president, the opposition parties are more likely to win. This is similar to the case of the 2000, 2008 and 2016 elections.
The statewide luxury office of a governor or US senator is generally considered a stepping stone to the president. With the exception of Trump, the last four presidents served in one of those offices, with President Joe Biden also serving as vice president. The Democratic presidential primary is competitive in 2028, showing that many Democratic governors will run their intentions.
One of them is Kentucky Governor Andy Besh.
Besher will be chair of the Democratic Governors Association, a group that works to elect Democratic governors in all states in 2026 after Kansas Gov. Laura Kelly’s term expires for the chair.
Besher was considered a running buddy of then-President Vies Kamala Harris, a Democratic presidential candidate in 2024. He was reportedly on the nominee list and was ruled out as the final decision was appointed to Pennsylvania Governor Josh Shapiro or Minnesota Gove Tim Waltz. Harris chose to waltz and later lost the election to Trump, and was Sen from then on. JD Vance (R-Ohio).
Former Rhode Island Gov. Gina Raimondo also says she is considering running. Raimond was governor from 2015 to 2021, resigning to become US Secretary of Commerce during the Biden administration.

Beyond Besher and Raimond, the government. Gavin Newsom of California, JB Pretzker of Illinois, Gretchen Whitmer of Michigan and Wes Moore of Maryland have all been mentioned by observers as candidates for the nomination.
Shapiro is also frequently mentioned as a candidate due to his popularity in his hometown. Shapiro will run for reelection in 2026.
