At the heart of the Putin Presidential Agreement is the ambition of China and Russia joining forces to replace the United States as global leaders.
According to Chinese dissidents cited insider information, state President Xi Jinping, the leader of China’s Communist Party leader Xi Jinping, has reportedly reached a secret agreement. As part of that secret arrangement, Beijing is said to have dispatched nearly 3,000 troops embedded in North Korean units to support Russian forces on the ground.
Ewan Humbing, a former law professor at Peking University who currently lives in exile in Australia, told the Epoch Times that he received information classified from insiders, a Communist Party of China (CCP) official whose father was banished during the political cleansing of XI.
Sources say that around 3,000 Chinese troops, primarily non-committed officers (NCOs)), were embedded in these North Korean units. The NCO is responsible for training soldiers and making important decisions on the ground, and they become the backbone of any military force.
“For CCPs, such deployments serve important purposes: to acquire combat experience in modern combat as a preparation for future potential conflicts against Taiwan,” Yuan explained, citing information from his sources.
Beijing quickly denied government involvement, claiming that those individuals were acting on their own as mercenaries.
If these Chinese citizens are proven to be state-supported, China could face accusations of violating international laws that prohibit state involvement in mercantilatory activities.
According to insiders, the Chinese deployment is part of a secret agreement between XI and Putin that reached before Russia’s invasion of Ukraine. Negotiations on the contract began early in 2020 and ended with the final decision to sign it in 2022.
Under this agreement, Beijing has supported Russia through indirect means, not only direct military involvement. One such arrangement is said to involve North Korea sending troops to fight for Russia. China provides equipment to 100,000 North Korean special forces. “In addition, China has committed to replenishing its troops for all losses on the North Korean battlefield,” the source said.
At the heart of Putin-XI’s agreement was its ambition to reconstruct the global order through what is called the “one-century global shift.” Sources say the two leaders see the present moment as a rare window into major change opportunities aimed at challenging the “U.S.-controlled unipolar world.” Their strategic vision is for China and Russia to join forces in replacing the United States as world leaders and rebuilding the international order.
In line with this agreement, the CCP provided comprehensive support (economic, diplomatic, military) to Russia. This, according to insiders, is crucial to Russia’s ability to sustain war in Ukraine, and now raises the biggest obstacle to President Donald Trump’s efforts to negotiate a stop.
