The bill is called the American Voter Eligibility Act, or Savings Act, and is currently heading to the Senate.
On April 10, the House nodded to a bill that strengthens document and identity requirements to ensure that only U.S. citizens will vote in the election.
The bill was a Republican priority even before President Donald Trump cleaned it in 2024, passing with 220-208 votes, winning the support of four Democrats and all Republicans.

The upper Congressional Chamber of Commerce is managed by the GOP, but the bill could be blocked by Democrats as it is unlikely to win 60 votes to overcome the filibuster.
Forms of identification accepted under the SAVE Act include those subject to the Real ID Act of 2005. For example, a US passport, a US military identification card, a US birth certificate, or other forms of government identification indicating that the person was born in the United States.
This bill amends the 1993 National Voter Registration Act. This required states to create a process to make it easier to vote in federal elections.
The measure would require that states establish a program to identify people who are not eligible to vote in federal elections because they are not US citizens.
State can use sources such as the Social Security Agency’s Social Security Number Verification Service and systematic alien verification of the Department of Homeland Security qualifications.
The bill reflects the demand for safe and fair elections by the GOP and Trump.
“There are very few issues in American politics that enjoy that level of bipartisan support. This should pass with a massive bipartisan margin, but don’t look,” House Speaker Mike Johnson (R-La.) said on April 8th.
“Democrats are distorted by pretzels trying to justify certain votes against this.”
Democrats said the Save Act would deprive married women of their rights to change their surnames.
“It’s built on the false premise that there are non-citizens who are voting in large numbers of elections that are shaking elections. It’s a complete lie and they know that.”
“And what’s the answer to that? It makes it difficult for women in this country to vote. Did they change their names because they got married?
Johnson said Democrats are trying to allow non-US citizens to vote in US elections.
“In federal law, there is no mechanism under current law that requires a state to prove citizenship,” he said.
“So, that’s currently against the law, but only US citizens need to decide on the US election.”
