FEMA sent the funds to New York City on February 4th. A week later, the agency recaptured the funds.
The lawsuit alleges that the funds were returned without notice or management processes that violated the terms of the SSP grant.

“Today’s lawsuit – filed in US District Court for the Southern District of New York — the letter, as many have publicly stated, describes the true purpose of the defendant’s “bulk of money.” It claims to be just a cover cover for concealment. Funds are forever withheld to oppose the purposes that have been allocated, awarded, approved and paid,โ the city said in a press release.
The mayor said the city’s immigration system was being breached, but rejected the notion that the city should not have a bill to amend it without federal support.
