Moses was not caught before Orange County lawmakers closed the crime scene, according to a lawsuit obtained by NBC affiliate WESH.
The major’s mother asked a neighbor’s agent what was going on and was told everything was under control, the lawsuit states.

“The Orange County Sheriff’s Office maintains policies that deny equal protections for Pine Hills residents such as Tayonna Major, but Windermere residents who are similarly exposed to the situation are evident because of violent crimes. “We enjoy enhanced security and security measures,” the lawsuit states.
The Orange County Sheriff’s Office has issued the following statement:
“Keith Moses is the sole responsibility of the violent acts that have taken the lives of three residents and the lives of two others. We together with our community grieve for those losses.
