Bob Rommel, a former Florida congressman and current chairman of the America First Policy Institute, spoke to The Florida Daily and provided an analysis of the current state of insurance and the legal changes that have been enacted in recent years.
Rommel believes a major factor in Florida’s lower interest rates is legal changes. However, he also points out that more companies are entering the market, which also helps stabilize costs.
“As for the 2023 litigation reform, many said it would not work. But three years later, the number of cases has fallen by 23% in 2024 and by another 25% in 2025,” Rommel said.
Rommel said the latest data shows that Florida’s auto and home insurance market has improved significantly. Nearly 20 new companies entered Florida’s insurance market last year, and more are on the way.
Citizen Property Insurance, the last state-owned insurance company, currently has 50% fewer policies compared to 2024. According to Rommel, this is the lowest in 10 years. Additionally, most civil property policyholders can expect a premium reduction of almost 10% in the following year.

The Citizens Property Insurance Commission, which has pushed for rate hikes for years, is calling for a significant reduction in homeowners insurance rates.
Other home insurance companies plan to lower Florida premiums in 2026
The following companies are proposing premium reductions for 2026:
• State Farm applies for a 10% tax rate reduction across the state.
• Florida Peninsula Insurance offers an average reduction of 8.4%.
• Patriot Select Insurance Company plans to reduce premiums by 11.3%.
Rommel said that not only property and casualty insurance but also auto insurance is decreasing.
