MIAMI, Fla. (WFLA) – Four men were arrested Thursday after being accused of acting outside the legal authority of their bail debt obligations.
Alexander Michael Lispa, 43, Luis Angel Hernandez Saras, 34, Eduardo Francisco Caceres, 47 and 30, were arrested after the investigation, according to the Florida Department of Law Enforcement.
On May 14, detectives from the Department of Financial Services contacted Fdle Miami about a bail bond company operated in Monroe and Miami-Dade County that operated outside of the authorities granted by Florida law.
Fdle together with the Florida Department of Financial Services began an investigation revealing that on January 1, 2022, Rispa, Caceres and Hernandez Salas entered the victim’s home with firearms, removed from their residence without proper reservations, and was being transported to warrant issuing agencies.
The investigation revealed that all three men were wearing badges and body armor with the word “agent” that violated Florida law directly.
Records of appointments from the insurance companies of Rispa and Hernandez Salas revealed that they were not appointed on the date the crime occurred.
Fdle said between May 2023 and January 2024, Soto Arraga, authorized or appointed Florida bail bonds, had illegally contacted multiple Monroe County inmates.
On September 16th, Rispa, Hernandez Saras and Soto Araga turned to the Monroe County Jail. A day later, Caceres surrendered to the Fdle Miami Regional Operations Center.
According to Fdle, all four men face armed and battery charges. Violates the Florida Telecommunications Fraud Act. A scam scheme. Illegal use of two-way communication devices. Violation of license and appointment. Recruitment; and conspiracy.
