Palm Coast, Fla. (WFLA) – A woman was caught in video of a woman driving her SUV onto a walk and chasing a teenager riding an electric bike.
The incident unfolded June 7th on the Palm Coast, according to the Flagler County Sheriff’s Office.

Lawmakers said they received a 911 call from another driver who saw a woman identified as 65, a multi-purpose pedestrian and cycling trail running along the Pine Lakes Parkway, Julia Kartov, a 65-year-old.
The caller’s girlfriend was driving in another vehicle behind him, recording the ordeal. The video shows Karsuf running down the walkway, chasing his teenager for almost a minute.
There were only about 6-10 feet between them, and witnesses reported seeing the teen waving the car for help.
The 911 caller drove at the intersection in front of a Kartov SUV to cut her off and stop chasing her teenager.
The incident video was sent to the dispatcher via a new system that allowed callers to share images and videos directly from the phone.
The 14-year-old victim took the ride, but told his parents the incident and reported it to law enforcement the next day.
The lawmaker said she chased the teenager because Kartov was angry with him because he was “too fast on his bike and wanted to know where he lived to talk to his parents.”
The victim said he was afraid of his life as he cried out at him and cut him off and attacked him. According to the sheriff’s office, the teen also provided a video showing Kalthof actively driving down the road behind him.
Authorities have decided to file charges against Kartov based on the evidence collected. She was arrested on June 10 for assault that was aggravated with a lethal weapon, unintentionally killing or reckless driving. Kalthof was also issued a traffic quote for driving on the pass.
“This woman was able to cause dangerous situations with her reckless and aggressive behavior, not only the children she was chasing, but also those who happened to walk or ride the bikes, but also those who happened to be walking the path,” Sheriff Rick Staley said. “We are grateful that no one has been injured or that she is facing even more serious charges. We would also like to thank you for stopping the dangerous situation and calling 911 so that our agent could handle it, conduct an investigation and arrest this driver who clearly needs anger management.”
Florida law says that e-bikes can be ridden in places where bicycles are permitted, such as bicycle lanes and bicycles and multi-purpose routes.
“E-bikes are becoming more and more popular on the Palm Coast, and riders need to control their speed and recklessness,” added Sheriff Staley. “Congress needs to provide new laws to address the actions of these riders, such as allowing speed riders to go, like cars.”
Kalthof was taken to Sheriff Perry Hall’s prisoner detention facility where he was released on a $3,000 bond.
