TALLAHASSEE, Fla. (WFLA) – A man believed to be responsible for a deadly mass shooting at Florida State University was released from hospital Monday and placed in police custody.

The Tallahassee Police Department said 20-year-old Phoenix Echner was shot dead once in the jaw on April 17 after refusing to comply with the officer’s orders. Ichner underwent multiple surgeries during her hospitalization for nearly a month.

Authorities said he was taken to a local detention facility after his release Monday. Police say Ichner was also formally charged with two counts of first-degree murder and seven attempted murders.

“In any case, the Tallahassee Police Department, one of this size, has the highest commitment to justice, transparency and safety in our community,” Police Chief Lawrence Rebel said Monday. “We are grateful for the work of detectives, officers, medical professionals and partner agencies who have taken us to this point.”

Two foodservice employees identified as Tilchava, the 45-year-old father, and FSU alumni Robert Morales, were killed in the shooting. Six other people were injured.

Little is known about the possible motives of the case, but court records reveal more about Ichner’s past, including that he has some physical and mental health issues.

Ichner is also the vice-chairman of Leon County and is said to have access to the personal handgun of her stepmother, found at FSU.

The Tallahassee Police Department is set to release a cause affidavit that could provide more information about the case after Ichner first appeared in court.
