On September 23, 1991, Wilbanks’ body was found on Neptune Road and after a thorough investigation, including interviews, physical evidence and DNA analysis, no suspects were identified.

Police submitted DNA from crime scenes to national and public databases. There, Stuller was identified as a suspect in March.

“The St. Cloud Police Department is committed to seeking justice for Mr. Wilbanks, her family and other unsolved cases,” Chief Douglas Gerke said. “As science becomes more advanced, it gives us the opportunity to solve cases that have not been resolved in the past.”

According to the SCPD, Stuller was arrested Monday and charged with second-degree murder, disrupting articles about bodies and clothing nearby.
