The Port Orange Police Department has announced the arrest of suspected child predators during a secret investigation known as “operational full throttle” involving multiple police forces in central Florida and federal law enforcement agents. Please refer to the official statement below.
Over the course of the 2025 Bicycle Week, the Special Investigation Unit completed the “Operation Full Throttle.” During this operation, the Port Orange Police Station Internet Crimes against Children Unit (ICAC) conducted active online manipulation targeting predators seeking to engage in illegal sexual activity and child exploitation. “Operation Full Throttle” was carried out in collaboration with many other law enforcement agencies, including the Department of Homeland Security, the Lake City Police Department (LCFLAPD, South Daytona City LCFLAPD), the Government Police Department, the Orlando Police Department, and the St. John’s County Sheriff’s Office. The use of the Southeast Volusia Regional SWAT team has allowed for anxiety and arrests. During the operation, 16 subjects were arrested and charged with various crimes related to child exploitation.

Owen Walker (DOB: 05/01/67) – Case #PO250001357.

Lauren Chessler (DOB: 07/13/95) – Case #PO250001380.

Jeffrey Shev (DOB: 07/30/54) – Case #PO250001387.

Joseph de Lastro (DOB: 03/22/82) – Case #PO250001389.

Joseph Lugo was also arrested by the Pasco Sheriff’s Office after contacting and recruiting members of the ICAC Task Force. The South Daytona Police Department also filed additional charges against the individual based on their case #SD250300035.
It should also be noted that during this investigation, Jeffrey Summers decided to be an employee of Horizon Elementary School in Port Orange, Florida. The Horizon Elementary and the Volusia County School Board are recognized and taking appropriate action.
