The government is possible, but “probably not happen,” Trump says

Until September 30, Trump expressed cautious optimism ahead of Tuesday’s vote on an ongoing resolution that will fund the government at its current level.

President Donald Trump said he believes he can avoid government shutdown this week.

Trump expressed cautious optimism ahead of the ongoing solution on Tuesday, or the vote for the CR.

Trump told reporters on Air Force 1 on Sunday. “It shouldn’t happen, and it probably isn’t. I think the CR will be handed over. I understand.”

House Speaker Mike Johnson on Saturday announced a 99-page six-month stop spending bill, saying he intends to introduce House vote measures before fundraising in the middle of the night, Friday, March 14th.

Tuesday’s vote marks the test for Congressional Republicans who have a slim majority of 218-214 in the lower room. To pass through the CR, lawmakers usually have to work together from both sides of the aisle. Johnson expressed his hopes to advance the law for Republicans without relying on Democrat support.

Trump urged Republicans to continue to unite without opposition, and voted in favor of that.

“All Republicans need to vote (please!) next week, yes,” Trump wrote in the Truth Social Post. “We are asking you to give us months to pass through us in September. Democrats will do everything they can to shut down our government, and we cannot let it happen. We must continue to unite for another day when the timing is right – no objection.”

The “Full-Year Continuous Expenditures and Extension Act of 2025” will slightly boost defense programs while reducing non-disability programs below the 2024 budget year level. Specifically, the measure has allowed approximately $892.5 billion in defense spending and approximately $708 billion in unevacuation spending.

Republicans also emphasized that the measure would provide the largest wage increase to service members who have enlisted juniors for more than 40 years. It also includes an additional $500 million for dietary assistance programs for women, infants and young children.

The CR does not include the hormarks or funds requested by individual lawmakers for thousands of community projects across the country, and does not cover government programs such as Social Security, Medicare, and Medicaid.

Democrat leaders have made it clear that they are voting “no” in the law. Minority leaders Hakeem Jeffries, Whip Katherine Clark and Caucus Chairman Pete Aguilar issued a joint statement on their opposition.
“The Partisan House Republican Fundraising Bill recklessly cuts healthcare, nutrition support and $23 billion in veteran benefits. The equally troubling law does nothing to protect Social Security, Medicare and Medicaid, but exposes Americans to even more pain throughout the fiscal year,” the joint statement reads.
Trump shows that passing the measure will pave the way for Republicans to control the chambers of both Congress.

The Associated Press and Reuters contributed to the report.
