The Federation for American Immigration Reform (FAIR) is calling on Congress to pass legislation to address President Trump’s successes at the US southern border.
“After decades of mass illegal immigration and four years of unchecked chaos at the border, illegal immigration was not only stopped in 2025, but significant progress was made to reverse illegal immigration,” FAIR said.
The Department of Homeland Security (DHS) estimates that not only were there no new illegal immigrants to the United States, but that an estimated 2.5 million illegal aliens left the country in 2025, either because they were arrested and deported, or because they were persuaded to leave on their own.
FAIR says it expects HR 2 to pass in 2026.
In 2023, the House of Representatives passed HR2, the Securing Borders Act, but the bill went nowhere in the US, which was controlled by Democrats at the time. FAIR believes that with Republicans now in power, the bill will almost certainly come to the floor for a vote.

Ending catch-and-release by strengthening our ability to detain and remove illegal aliens
Reform the asylum process to deter frivolous claims and prohibit gang members, felons, and drunk drivers from benefiting from the asylum system.
Prevent the surge of unaccompanied alien children at the border in a humane manner, allowing them to be quickly processed and returned home with their families.
Significantly limits the DHS Secretary’s authority to grant humanitarian parole and prevents the establishment of broad category-based parole programs that circumvent Congress.
Require all employers to use E-Verify in a responsible and gradual manner.
Poll numbers show that Americans support legislation to curb illegal immigration.
Groups like FAIR hope HR2 can be passed this year in time for the 2026 midterm elections.
