“We need a penalty that matches the crime and crime is outrageous,” said Sen. Chris Smith, RN.J., who is the leader.
The House voted 406–1 to pass measures aimed at punishing the perpetrators of state-sanctioned forced organ collection in China, paving the way for them to be held responsible for their involvement in the innocent killing for profit.
The law would sanction people involved in abuse, including members of the Chinese Communist Party, cut off their property and prohibit them from engaging in US transactions. Such individuals will also see their visas being revoked and losing other immigration benefits.
Under the law, those involved in forced organ collection face civil fines of up to $250,000, and for those engaged in the law, they will deliberately face criminal penalties and potential prison penalties that reach $1,000,000.
“You need a penalty that matches the crime, and crime is outrageous,” Smith told the Epoch Times before the vote.
Within 180 days of enactment of the law, the President will submit a list of individuals who will otherwise fund, sponsor or promote abuse to appropriate Congressional committees.
The bill also requires reports to be assessed in each foreign country, forcing human organ collection and human trafficking for that purpose. The latter refers to the act of coercion, acquiring, deception, fraud, fraud, abuse of power or vulnerability, or trade exchanges to control a targeted person.
If enacted by the law, the law would be US policy to combat illegal activities, promote the establishment of a voluntary organ donation system with effective enforcement mechanisms in bilateral consultations and international health forums, and promote the dignity and security of human life in line with the universal declaration of human rights.
Smith said the bill would send a message to anyone trying to get their organs without worrying about where it came from.
“You’re going to pay a big penalty for that,” he said.
He added that the bill will also help ensure that every part of the US government “knows this horrifying reality very well.”
“It was stealth. There was concealment over the years by many Chinese hands, people who worked on K Street and just talked about trade, trade, trade, trade,” he said. “I think it’s for trade as long as it’s principled and based on human rights.”
“China’s Communist Party continues to be one of the most serious threats to human rights,” said Mark Yang, head of advocacy at the Falun Ndafa Information Centre, at a press conference on Wednesday afternoon.
