ORLANDO, Fla. (WFLA) – The families of two victims killed by suspected murder in 2023 are suing the Orange County Sheriff’s Office, claiming their deaths could have been prevented I woke up.

Investigators said Spectrum news reporters Dylan Lyons and 9-year-old Taiyon Major were shot and killed by suspect Keith Moses after committing another murder earlier in the day.

One death, three injured in Tampa quadruple shooting

Moses was not caught before Orange County lawmakers closed the crime scene, according to a lawsuit obtained by NBC affiliate WESH.

The major’s mother asked a neighbor’s agent what was going on and was told everything was under control, the lawsuit states.

A while later, Moses entered the 9-year-old girl’s house and shot her multiple times, officials said. He was also injured in his mother.

Authorities believe Moses went down the street and shot the Lions who were in the area to cover the first shooting.

The lawsuit condemns the sheriff’s illegal death and civil rights violations by failing to catch the murderer or do anything sufficient to warn people.

The lawyers downplayed the risk, claiming that the sheriff’s office had solid information about who the suspect was but did not make it public.

The lawsuit also alleges that the sheriff’s office discriminated against Pine Hills residents by allocating less resources to the neighborhood where the murder occurred.

“The Orange County Sheriff’s Office maintains policies that deny equal protections for Pine Hills residents such as Tayonna Major, but Windermere residents who are similarly exposed to the situation are evident because of violent crimes. “We enjoy enhanced security and security measures,” the lawsuit states.

The Orange County Sheriff’s Office has issued the following statement:

“Keith Moses is the sole responsibility of the violent acts that have taken the lives of three residents and the lives of two others. We together with our community grieve for those losses. Orange County Safety The claims against the official office are unfounded. We ask the judge to dismiss the case.”
