The Texas governor issued an executive order last year targeting criminals who engage in impact operations on behalf of the Chinese Communist Party.
Texas Governor Greg Abbott has signed a law to protect Texans from political coercion and intimidation organized by agents of foreign governments.
“Texas is leading the way in which foreign enemies like communist China!” the nonprofit wrote.
“The penalty for cross-border oppression is one of the higher categories of trafficking, assault, assault, harassment, stalking, or persuasive prostitution.
The new law also marks the second felony for anyone acting on behalf of a foreign government or terrorist organisation, in order to stop the foreign laws from investigating, monitoring or investigating someone in Texas.
In China, communist regimes often invoke provisions of the law to silence and imprison critics and Beijing’s opposition, “overthrowing state power, “protecting the secrets of the state,” and “choosing an argument and causing trouble.”
The new law requires the DPS to create a training programme on cross-border oppression for peace officers prior to April 1, 2026. The program will help executives identify and respond to cross-border oppression, develop prevention methods, report, and understand which communities are frequently targeted.

The FBI field office in Houston has been warnings on social media about cross-border oppression in Beijing since January last year.
Chang said local police in San Francisco “rarely executed or tried to enforce law of any kind” to protect peaceful protesters.
“Therefore, we simply designate the FBI to handle this issue (of cross-border suppression), and we see that it should be local law enforcement and that this issue needs to be addressed appropriately at the state level,” Cheung said.
Kelly Curry, a member of State Armor’s Advisory Board and former ambassador for global women’s issues, also testified in support of the law at the hearing.
“While both the Biden and Trump administrations are pursuing efforts to counter cross-border control within the United States, including the FBI, the FBI is not the first line of Texans targeted by these malignant foreign actors.
“We all know that state and local law enforcement are the first frontline counterparts. Unfortunately, they’re not ready to address this challenge.”
Curry is allegedly hired members of the drug cartel to harass the Arizona lawsuit and the CCP “engaged in legal human rights advocate.” The cartel threatened him and his family, forcing them to “relocate multiple times and hire private safety.”
“This law is based on national, bipartisan efforts to protect Americans and our open society from administrations that seek to hurt our citizens, legal permanent residents, and individuals who are legally seeking evacuation in this country,” Curry said.
