TAMPA, Fla. (WFLA) – The Florida House of Representatives unveiled several proposals Thursday for property tax relief.
Florida House Speaker Daniel Perez said in a memo that any cuts would require voter approval during the 2026 election.
“What has been lost in this debate is the fact that the ultimate decision on what to do with property taxes rests with Floridians, not elected officials,” Perez wrote in the memo. “If we believe voters will elect us, we shouldn’t be afraid to include them in the conversation about the taxes they pay.”

The proposal would prohibit local governments from cutting funding for law enforcement and exempt schools from taxes. Perez said property taxes account for 46% of school funding.
Here is a list of proposed property tax reductions:
HJR 201: Eliminates non-school home ownership tax. HJR 203: Phases out non-school residential property taxes over 10 years. HJR 205: Exempts Floridians age 65 and older from paying non-school homestead property taxes. HJR 207: Creates a homestead exemption for non-school property taxes equal to 25% of the home’s assessed value. HJR 209: Creates a $100,000 non-school homestead tax exemption for homes with property insurance. HJR 211: Eliminates portability caps and allows homeowners to transfer Save Our Homes tax cap benefits to new homes. HJR 213: Limits the homestead tax assessment on non-school property to 3% over three years for homestead property and 15% over three years for non-homestead property. HB 215: Makes a variety of changes, including requiring supermajorities of local governments to pass property tax increases and allowing newlyweds to combine Save Our Homes tax cap benefits.
