Driver Arlyn Salazar was arrested after investigators said he had no valid license.
The Troopers said the man in the passenger seat escaped from the scene and was not identified.
Neighbor Nicole Isgrig told WBBH he was outside with his child when the road was suddenly blocked by emergency responders.
“We looked at the Eden scooter at the end of the road and knew something was wrong,” she said.
Isgrig told the news station that she kept her children out of her current view. “They can ride where I can see them.”
WBBH reported that a 12-year-old had head injuries, internal bleeding, broken collarbone and broken hips. She wore a helmet, but she believes her family saved her life.
FHP told WBBH it referred to ICE for its Salazar case for review.
The 12-year-old grandmother asks anyone who witnessed the crash and who has ring camera footage to contact the Charlotte County Sheriff’s Office.
