Analysts say China’s new Covid‑19 report exposes CCP’s biggest fears

Beijing’s latest white paper on Covid-19 has not only rehashed propaganda.

Analysts say the Chinese Communist Party (CCP) has revealed its biggest fear, while revealing its biggest fear.

“If the virus proved to have originated from a state-backed lab in Wuhan, the CCP was forced to address many questions about gain-of-function research, motivation and early concealment, allowing the pathogen to spread overseas.

If the CCP admitted it had failed to handle Covid-19, he said, “it would mean confessing a crime against humanity.”

Beijing published a white paper on April 30th. It suggests that less than two weeks after the White House launched the Covid.gov website, the virus came from a lab in Uhan that “has “inadequate biosafety levels.”

Tan sees the white paper as a preemptive strike in a larger US-China tariff dispute. US and Chinese trade officials negotiated in Geneva on May 10-11, resulting in a 90-day trade ceasefire that led to both sides rewinding massive tariffs and providing further consultation time.

“Beijing assumes that Washington could use virus origin probes as negotiation chips,” he said. “To neutralize that card, it moved the water into mud early.”

He compares tactics to how Beijing manages the exports of fentanyl precursors.

Former US Army microbiologist Sean Lynn describes the report as a classic example of the CCP’s cognitive warfare. It aims to obscure the truth, hold Washington accountable and avoid accountability.

Assertion of American origin

In the white paper, the CCP is reviving an unfounded theory that the virus has leaked from the U.S. Army Research Institute in Fort Detrick, Maryland, according to Lynn, who is also a former Labody Lecter of the Department of Viral Diseases at the Walter Reed Army Research Institute.

It points to the temporary closure of the Fort Detrick Biological Institute in 2019, pointing to a national spike in unexplained pneumonia cases in nearby Virginia and the use of disease control and vaping during that period.

The facility, home to the U.S. Army Medical Institute’s Institute of Infectious Diseases, was briefly closed in 2019 after testing by the CDC. The lab reported that ongoing infrastructure issues with wastewater decontamination caused a shutdown order to be issued. The CDC did not disclose the reason for the closure, citing national security concerns.

The Beijing white paper also cites research published in the Journal of Clinical Infectious Diseases in November 2020. It was collected on January 17, 2020 with SARS‑COV‑2 positive antibodies from Red Cross blood samples collected in nine US states during December 13, 2019, and claims to be surrounded by the environment early in December 2019.

Tan calls manipulation a typical CCP tactic: “attack as a defence” and “a mirror accusation.”

However, the authors of the study pointed out that antibody testing was able to pick up responses to SARS-Cov-2 as well as other common coronaviruses. Furthermore, it was difficult to determine whether a potential SARS-COV-2 infection was related to community spread or travel. Therefore, the results cannot confirm CCP’s claim of early virus circulation in the United States.

Changing responsibility overseas

Tan said Beijing aims to avoid global scrutiny in the latest white paper by changing its responsibility from Wuhan and converting debates about the origins of the virus into a geopolitical denunciation game that it believes can control.

He noted that every time foreign governments question Beijing’s transparency, China’s national media floats a narrative of alternative virus origins tailored to those countries.

For example, when Italian authorities forced more data on the outbreak on China, Chinese state media distorted the Italian doctor’s remarks suggesting that the pandemic began in Italy in November 2019.

China’s state media also facilitated research published by international experts and foreign media claiming that the virus had originated in the Netherlands, France, Australia, India and Spain. The Jamestown Foundation, a US think tank, said in a February 2021 report.

The leaked CCP documents obtained in the 2020 Epoch Times Chinese version suggest that the outbreak likely began in China several months earlier than Beijing admits.

What the American intelligence says

The covid.gov website, launched on April 18th, cites detailed informational results in a comprehensive December 2024 report by the House Select Subcommittee on the Coronavirus Pandemic.

“If there was evidence of natural origin by almost every measure of science, it would have already emerged. But that’s not,” notes a website pointing to genetic abnormalities, single-source infection patterns, and LAX biosafety practices at the Wuhan Institute of Virology.

It also noted that researchers became ill with symptoms like COVID in the fall of 2019 before the virus was detected in Wuhan’s wet market.

Data concealment, whistleblowers suppression

The white paper argues that Beijing has notified the world in a “timely, open and transparent way” and implemented “effective science-based containment measures” to handle the outbreak.

China also claims it has quickly shared all outbreak data with the World Health Organization (WHO), hosting Wuhan experts twice, leading to the creation of the 2021 WHO-CHINA report.

However, Lynn pointed out that there were no mentions of CCP information blackouts and whistleblower doctor silencing in the second half of 2019.

In late December 2019, Dr. Li Wenliang, an ophthalmologist at Wuhan Central Hospital, warned his colleagues about viruses like SARS in Weibo’s private chat group, the Chinese version of social media platform X. He passed away in early February 2020 after signing with the virus, sparking protests from the Chinese people.

Dr. AI Fen, director of the hospital’s emergency department, shared a diagnosis report on the virus on December 30, 2019, and was also responsibly and ordered to remain silent on the same day after Li issued an alarm.

The CCP whitepaper does not explain why raw patient data and virus samples are out of light to independent investigators, Lynn noted.

The WHO urged Beijing to share data, calling it a “scientific and moral order” in accordance with a statement on December 31, 2024.

Missouri State Litigation

In April 2020, Missouri filed lawsuits against the People’s Republic of China, the CCP, the Wuhan Virgin Institute, and several other Chinese regime agencies, alleging the concealment, information restraint and hoarding of personal protective equipment (PPE) worn by the state’s pandemic fees.

In March, a federal judge issued a default ruling of more than $24 billion after the Chinese defendant failed to appear in court to challenge the claim.

While foreign sovereign immunity laws generally protect foreign governments, the Missouri Attorney General said the state would seek to gather rulings by seizing China-owned farmland and other assets.

Taking the lawsuit as a “politically motivated farce,” the white paper said Beijing swears retaliation, saying that if its profits are compromised, it would “never be compensated” for its claims.

The white paper describes Missouri’s pandemic response as “incompetent,” citing the state’s high mortality rate, comparing it to China’s “significant contribution” to the global battle against Covid‑19.

However, Beijing was criticized by the international community when it restricted exports at the start of the pandemic and actively acquired global supply of masks and other personal protective equipment.

Socioeconomic fees

According to the latest data from January 5, 2020 to April 26, 2025, WHO has recorded over 777 million infections and over 7 million deaths worldwide.

Independent tally shows much greater human losses.

A peer-reviewed Lancet study in March 2022 has a normal or indirect presence in 2020 and 2021 alone, and in 2020 and 2021, including 1.13 million people in the US. Global figures rule out unreported deaths in China.

The economic damage is just as severe.

In January 2021, the International Monetary Fund predicted that the pandemic would erase $22 trillion in global production between 2020 and 2025.
A 2020 scenario survey by Cambridge University estimated the potential global losses over the past five years from a $82 trillion “economic recession scenario” to a $3.3 trillion “under a $3.3 trillion “science of a rapid recovery scenario.”
In the US alone, the USC Schaeffer Institute raised losses of $14 trillion from January 2020 to December 2023. This Heritage Foundation’s China Nonpartisan Committee and Covid-19 estimated economic damages of around $18 trillion by the end of 2023, according to a July 2024 report.

Lin said the Trump administration’s willingness to spotlight Uhan’s lab leak theory is a turning point.

“The problem is no longer where the virus comes from,” he said. “It’s the CCP has turned the outbreak into a global catastrophe and it has failed.”

Tan said more US states, and perhaps other countries, could file lawsuits similar to Missouri, “shattering legal and moral pressures” in Beijing.

He believes that the looming threat has already shaped the CCP’s message.
