The vast Hillier Isle is set to begin in early 2026

Kissimmee’s huge master planning community is approaching construction after years of effort, driven by Puerto Rico’s biggest mall developers in their entry into the Florida market.

The company’s Empresas Fonalledas spent $70 million through affiliate Plaza Lakes LLC. Over the past 20 years, nearly 900 acres have been collected along Simpson Road for a community known as the Hilliered Isle. Pulte has been involved as the project’s home construction partner since 2022, ensuring a zoning qualification for mixed use developments with East Lake Toho’s Marina.

According to a report from Growth Spotter, the city’s development director, Craig Holland, is called “Last Hurray” by Hilliard Isle the Kissimmee.

“It’s our last big, undeveloped asset,” he told Osceola real estate agents last month. “We see around 3,000 residential units, which include detached houses, townhouses, multi-family, and about 125,000 square feet of commercials, with a town centre feel. It is between BVL Toho and East Lake Toho, which is the easternmost part of the city.

The Netherlands said the city is working with Empressus Fonaredas and Palto.

The residential portion of the community will be developed over eight stages in accordance with the city’s new dyeing standards. Pulte has already won approval for a 1-4 phase spare plat.

Max Perlman, Pulte’s vice president of land acquisition, told GrowthSpotter that Homebuilder has completed a Phase 1 engineering construction plan with 245 units in multiple lot sizes. It includes 58 townhomes and 62 bungalow homes in a 32-foot lot. The plan also includes a separate home in front of a 40-foot lot (51). 50 feet lot (42) and 60 feet lot (32).

Perlman said he hopes Homebuilder will break the ground in Phase 1 in early 2026.

Empresas Fonalledas holds 620 acres of town centre grounds. This will complicate future land use and qualifications for 620 apartment complex units and 190,000 square feet of commercial use. A preliminary Platt shows that a larger 61 acre parcel, divided into three phases, is mixed with retail use and two apartment complexes. Another six-acre commercial road is located on Simpson Road, south of the community’s main entrance.

Representatives of Empresas Fonalledas were unable to contact us due to comment on the Kissimmee Project.

The company is based in San Juan and is known for building Plaza Las Americas, the largest shopping mall in the Caribbean. There are over 50 restaurants, cinemas, and three anchor department stores: Dave & Busters, Macy’s, JCpenney and Sears. The center also has an office tower and a retailer.
