Dominium has two more sites in Osceola under a contract for affordable housing, Orlando Sentinel

The nation’s largest commercial developer of Allandable Housing Progning to expand the Orlanda-Area portfolio with two more projects in Osceola County, including next to the Crossprairie Master-Planed community.

According to a report by GrowthSpotter, the two Dominium projects add 624 rent-limited apartments to Osceola families, earning under 60% of the region’s median. This will allow the Dominium to build a total of seven affordable residential communities or build a pipeline within the county.

The Osceola County Commissioner recently approved a total of $154 million tax-free bond for the two new projects. The biggest of the two is the 420-unit family community on Claywilly Road just west of the Cross Prairie Parkway. Dominium has a 25-acre contract in a mixed-use district and is applying for annexation with St. Cloud. This site is about a block from CrossPrairie’s future K-8 school.

The Osceola Committee has approved a $105 million bond package for the project. This will become the first affordable residential community east of the mixed-use district of the lake. The company also uses Florida’s 4% low-income housing tax credit, which is combined with bonds and equity loans and bridged loans to fund the project.

Dominium Development Associate Glenn Daniels said the company has grown to choose its location as it provided a strong combination of market foundations and community potential. It also helps to alleviate the shortage of high-quality, affordable housing in the city.

“Orlando MSA continues to experience high growth at land costs and revenue levels that support the feasibility of a new construction project with a 4% tax credit,” Daniels said. “Specifically, in East Lake Toho’s mixed-use district, our site is located less than half a mile from the planned urban centre. This is a future hub of office, retail and community activities. Its proximity provides an exciting opportunity for future residents to live within walking distance of work, services and amenities.”

Daniels said the Dominium is targeting the closure of the facility in mid-2026. The project is likely to be built in two or three phases, with first delivery in 20 months and completion in the second half of 2028.

The Osceola commissioner has also approved a $49 million bond package for the 204-unit family housing community on Yates Road, one block north of the Dominium Heronridge Senior Housing. Both communities are located across the street from Single Creek Regional Park. Sandwiched between the two is Rosewood Pointe, an affordable workforce housing community with 192 units developed by the Banyan Development Group.

Development Associate Jake Trammel said the Yates Road project will serve as a natural and strategic complement to Heron Ridge. It is also expected to be completed in the second half of 2028.

“Together, these communities help create a balanced and inclusive housing ecosystem that supports residents throughout every stage of life,” he said. “By diversifying housing portfolios within the same region, we will strengthen community cohesion and meet the broader housing needs.

The residential communities of both families are designed as three-storey walk-up garden apartments, with a mix of two, three-bedroom and four-bedroom floor plans. The typical family community at Dominium includes amenities such as a grill/picnic area, clubhouse, pool and fitness centre.

According to the National Multifamily Housing Council, the two projects are just the latest projects from the fast-growing Minneapolis-based Dominium.

The Dominium jumped over 13 spots in the rankings this year, just behind Greyster, based on the 5,763 units that began in 2024.

The company is currently building the maison at Solivita Marketplace, making it the third-most completed and affordable residential community in Osceola County. The Family Community will add 396 apartments just south of the existing Osprey Park Senior Housing Community in Poinciana.

The Maison was the Dominium’s first construction project, utilizing multi-family mortgage income bonds issued by the Florida Housing Finance Corporation, which constituted a $30 million capital stack.

The company is also planning a family housing community in Osceola on Goodman Road, just north of Champions Gate Resort.

Additionally, the developer has completed the project in Orange County and is currently building a total of 480 units of senior and labor and labor communities in Apopka.

Dominium’s efforts to expand into Lake County suffered a hindrance last month when county commissioners refused bond measures for the 300-unit project at Lake Sanders. Tavares City Manager John Drury said the city council annexed the old US highway 441 property and rezoned it for multi-family development after the previous developer agreed to the condition that only market-rate homes were included.
