Paul Chiang, a liberal candidate running for reelection in the Toronto region, has apologised for comments to media outlets suggesting that he will be handed over to China, a Hong Kong democratic activist who has been blessed by Chinese authorities.

“The comments I made were deplorable and the perfect course of my judgment on the seriousness of the matter. As a former police officer, I should have known better. I sincerely apologize and deeply regret it.”

“I will always keep on shouldering with the people of Hong Kong in their battle to protect their human rights and freedom.”

Qian commented on the conservative candidate for Chinese publication Minpao and Hong Kong democratic activist Joe Tae at the National Media Conference in January, as reported by the Toronto Democracy Association of China. At the time, Tay was riding the same riding as Chen in Markham Unionville, but now he is running on Dong Valley North Riding.

“For everyone here, taking him to the Chinese consulate in Toronto will be able to claim a million dollars prize,” Chen said.

Hong Kong authorities announced HK$1 million in December 2024 on information to help capture Tay and five other democratic activists.

Tay, a well-known Hong Kong actor and singer in the 1980s and 90s, moved to Canada with his family in 1995. He is the founder of Hongkonger Station, a democratic advocacy platform.

The Epoch Times reached for Tay but did not respond immediately.

Incumbent conservative candidate Michael Chong is a foreign critic of his party and called the revelation “outrageous.”

“After years of looking at foreign interference from the Chinese Communist Party (CCP), warnings from experts and public investigations, it’s outrageous that liberals continue to keep their footseased with foreign interference that puts Canadians at risk,” Chong told social media on March 28th.

“This expression of support for the CCP’s illegal and unjust bounty towards Canadian citizens is particularly intrusive to countless Chinese Canadians targeted and harassed by the communist regime.”

Chong himself has been a target for the CCP as he is the enemy of Beijing’s voice of rights violations, and intelligence report officials say his family is being targeted in Beijing.

The Epoch Times reached out to the Liberals for comment but did not immediately respond.

Cheuk Kwan, co-chair of China’s Toronto Democracy Association, said Chiang’s comments were “shocking.”

“Chiang openly encouraged people to support China’s interference and cross-border oppression,” Kwan said in a statement. “As opposed to protecting Canadians, he betrayed them and put their safety in danger.”
Chen has been an officer in the York Regional Police for 30 years and became a liberal lawmaker after the last federal election in 2021. He served as Minister of Housing, Diversity and Inclusion Secretary from 2021 to 2023, and then called on March 23rd the Citizenship Captain of Immigration, Refugees and Citizenship.
